Independent Russian outlet Astra reported an overnight explosion at Joint Stock Company 75 Arsenal in Serpukhov, a Moscow Oblast site that official records identify as an air-defense repair facility.

Kyiv Post said the reported strike had not been independently confirmed and Ukraine had not claimed responsibility as of its Oct. 22 report. Exilenova+ attributed the attack to Ukrainian forces, saying missiles or reactive drones were used, but did not establish which weapon was involved.

The U.S. Treasury says 75 Arsenal’s work includes overhauls of radar stations, ground-based radio interrogators and air-defense systems. Rostec said in a 2022 release that the company repaired equipment for Buk-M1 and Buk-M2 air-defense systems and S-300V equipment.

Moscow Mayor Sergey Sobyanin reported that 630 drones were headed toward Moscow Oblast between 1:30 p.m. and 9 p.m. ET on Oct. 21 (8:30 p.m. Oct. 21 to 4 a.m. Oct. 22, Moscow time, UTC+3). He reported that air defenses brought down most outside the capital and dealt with 163 more closer to Moscow. Sobyanin also said two people were injured near Voronovo; he did not link the injuries to the arsenal. The drone figures do not establish that the site was hit.

The U.S. Treasury’s Office of Foreign Assets Control lists 75 Arsenal under the Russia-EO14024 sanctions program. Ukraine also included the company in a sanctions annex dated April 18, 2025. Exilenova+ said it was awaiting satellite imagery and did not report a damage assessment or disruption to repairs.
