Atesh said it was disrupting Russian military communications near IXcellerate, a Moscow-area data center operator, to weaken command and air-defense coordination and help Ukrainian drones reach targets.

Atesh made the claim in an Oct. 21 Telegram post. It said the effort was intended to weaken command and air-defense coordination and improve the chances of Ukrainian drones reaching targets. The post described agents as disrupting communications, rather than reporting a completed outage, and gave no scale, duration or specific links.

Atesh also alleged that Russia’s Defense Ministry uses IXcellerate infrastructure for command communications and air-defense systems. It said the same infrastructure supports civilian services, including banking applications, card payments and telecommunications. The group did not identify which campus or communications lines were involved, and reported no effect on the civilian services it listed.

IXcellerate’s website lists Moscow North, Moscow South and Vёshki, and describes its facilities as hosting IT infrastructure. The page makes no mention of military users or the alleged disruption. With no specific facility identified in Atesh’s post, the company’s list does not point to a particular campus as the target.

Activatica reported that the video and accompanying caption did not identify a specific facility or show the consequences of the alleged action. The Kyiv Independent reported that it could not corroborate Atesh’s account and found no public remarks from IXcellerate or Russian officials confirming an effect on military communications.

The Kyiv Independent also reported that Atesh has previously claimed sabotage against Russian railway and energy infrastructure. That history describes the group’s past claims, rather than establishing the account of activity near IXcellerate. The Telegram post gave a purpose for the operation but no description of any resulting change in Russian communications or military activity.
