Binance’s spokesperson described on-chain activity as consistent with expectations and said withdrawals were small relative to the assets the exchange manages.
Binance’s Nov. 1 recovery update said withdrawals were returning in stages, with availability differing by network and asset. The statement concerns activity levels; it does not mean every withdrawal service was fully restored.

Binance said it had taken its proof-of-reserves snapshot. Its Oct. 31 update estimated the full zero-knowledge proof for Tuesday, Nov. 3.
