ByteDance, the owner of TikTok, is seeking a developer for another phase of its Ceará data center project, Bloomberg reported, potentially expanding a major technology project under construction in northeastern Brazil.
Bloomberg cited people familiar with private discussions who said the contemplated phase could be larger than the current build. The report also described early talks with developers about a separate facility of similar size outside Pecém, aimed at Brazilian customers. Bloomberg said facilities in Pecém must export data to qualify for tax exemptions. ByteDance has not publicly confirmed either proposal.
TikTok announced its first Latin American data center at the Pecém Industrial and Port Complex on Dec. 4, 2025, with Omnia and Casa dos Ventos as partners. The company estimated total investment of more than R$200 billion, including R$108 billion for high-tech equipment through 2035, and projected initial operations in 2027. Ceará’s government says the site is in the state’s Export Processing Zone and reported that construction began in January 2026. It describes the full project as designed for one gigawatt, with the first phase planned for 200 megawatts of IT load and 300 megawatts of electricity demand. State officials expect at least 40 megawatts to be online by the third quarter of 2027.
Bloomberg described the project under construction as worth $10 billion and put its size at 300 megawatts, without specifying whether that referred to IT capacity or electricity demand. Ceará’s figures distinguish the two measures: the first phase has 200 megawatts of IT load and 300 megawatts of electricity demand. The two 300-megawatt references therefore do not establish the same capacity measure. TikTok’s estimate of more than R$200 billion covers total project investment, including equipment spending through 2035. The sources do not establish that Bloomberg’s $10 billion figure covers the same costs or period.
