Cardano Copper Proposal Models Break-Even at $10.06 per Pound

Cardano (ADA) governance is weighing a treasury allocation of 22 million ADA for a tokenized copper reserve, with the break-even calculation linked to metal costs and the token's dollar value.

Toto Finance Inc. submitted the request Oct. 15. Copper would receive the largest share: 14,724,409 ADA, or 66.93% of the budget. Other allocations are 660,000 ADA for independent administration, 441,732 ADA for execution, 3,533,859 ADA for external operations and assurance, and 2,640,000 ADA for technology and project management. Together, the line items total 22 million ADA.

The assumed copper purchase cost is $6.73 per pound, while the modeled break-even resale price is $10.06, a 49.4% increase. The scenario treats the entire request as spent and holds ADA's dollar value steady. It is an illustrative calculation, not a copper price forecast; it does not assure recovery of the treasury's ADA or a surplus.

Under the plan, a CuTT unit would correspond to a pound of copper once verified. The design would start with token issuance on Ethereum, then secure those tokens in a bridge before a counterpart representation is issued on Cardano. Contract development and security reviews are still pending.

A sale is planned for 18 to 24 months into the holding period. The proposal gives the treasury until month 36 to receive net sale proceeds and recover any unused or unearned funds.

Toto Finance has yet to appoint an independent oversight provider. Separately, the proposal says third-party enforcement arrangements must be established before funds are put at risk. Delegated representatives and the Constitutional Committee must each reach a 67% ratification threshold for the request to pass. The governance action expires Nov. 15.
