Companies have reported €1.224 trillion in capital spending aligned with the European Union’s environmental taxonomy since 2021, showing the scale of investment classified under the bloc’s sustainability rules, the European Commission said Oct. 20.

The cumulative figure comes from a Commission factsheet based on Bloomberg data. Its company data cover the EU as well as Norway, Switzerland and the United Kingdom. The taxonomy sets criteria for identifying environmentally sustainable economic activities and measuring company investment in them.

Reported taxonomy-aligned capital spending totaled €323.8 billion for 2025. The electricity, gas, steam and air-conditioning supply sector was the largest category, accounting for 51.84% of the total, or about €168 billion. Electricity providers led spending in that broader sector, the Commission said.

Taxonomy-aligned spending represented 13.05% of total EU corporate investment in 2025, compared with 13.72% in 2024. The Commission cautioned that changes to sector classifications limit comparisons with previously published 2024 data. The 2025 figures include company reports collected through Sept. 9, 2026.

A separate measure tracks bonds issued under the voluntary European Green Bond Standard, which took effect in December 2024. European Investment Bank (EIB) Sustainable Finance Unit data cited by the Commission put issuance at roughly €60 billion through Oct. 7, 2026: €21 billion in 2025 and €39 billion from Jan. 1 through Oct. 7 this year.

The Commission says its sustainable finance framework is intended to direct investment toward domestic renewable energy and electrification, reducing reliance on imported fossil fuels. It is preparing changes to simplify the framework. Further company reports are expected to increase the reported 2025 capital spending total; the Commission gave no date for the next update.
