Dubai is linking a five-year multiple-entry tourist visa and club membership to partner nominations, visa approval and eligibility confirmation, offering repeat visitors a new path to Dubai travel benefits.

The General Directorate of Residency and Foreigners Affairs – Dubai (GDRFA Dubai) and Dubai Department of Economy and Tourism (DET) said in a Nov. 5 announcement that both the membership and visa run for five years. Club access begins only after the visa is approved and the applicant meets eligibility requirements.

Visit Dubai’s registration form lets people express interest as an employee or a loyalty-program member. It says registering does not guarantee an invitation. The program page caps each stay at 90 days during a one-year period and lists a free prepaid SIM card from du, privileges through GDRFA Dubai’s ALSAADA card, and up to AED2,000 in credit for selected hotels, attractions and retail destinations.

The government announcement also names a credit-loaded Majid Al Futtaim gift card and launch partners Emirates, Accor and Visa. It says more offers, including hotel room upgrades, lounge access and earlier booking windows for events, will be announced, without giving a date. The same announcement says multinational employers could use the program to arrange return visits by eligible staff for meetings or corporate events.

The National and Gulf News put the application price at AED4,032.50 and said applications made inside the UAE carry an additional AED650 charge. The government announcement did not state a fee.

Dubai says the club is intended to encourage repeat visits and strengthen visitors’ ties to the city and its business community. Issam Kazim, CEO of the Dubai Corporation for Tourism and Commerce Marketing, part of DET, said repeat visits have long played a major role in Dubai’s growth. The initiative is part of the D33 economic agenda, which aims to place Dubai among the world’s three leading cities for business and leisure.

The club follows a third consecutive annual record for Dubai, which counted 19.59 million international overnight visitors in 2025, according to DET. The additional club offers and future partner additions have no announced timetable.
