Anadolu Agency reported Guterres' meeting with the Arab League's secretary-general in Egypt, where regional de-escalation was on the agenda amid his calls for diplomacy and civilian protection.

Before traveling, Guterres described Egypt as “one of the mediators” in the conflict between the United States and Iran. He said it was important to discuss Sudan and Libya with Egyptian officials.

A United Nations transcript dated Oct. 22 recorded the remarks ahead of his planned Oct. 23 visit. Guterres said he would urge de-escalation, civilian protection and renewed diplomatic efforts. He also said conflict-related shocks hit people in developing countries and vulnerable communities especially hard, while war worsens existing inequality.
