Arthur J. Gallagher & Co. will install current division president Tom Doyle as CEO of its Benefits & HR Consulting Division in January, completing a year-end leadership transition from William F. “Bill” Ziebell.

Gallagher announced Tuesday, Nov. 3, that Ziebell will leave the division CEO role on Dec. 31, 2026, and become chairman of the division. Doyle’s appointment takes effect Jan. 1, 2027, a day later.

Chairman and CEO J. Patrick Gallagher, Jr. said Doyle’s knowledge of the business, commitment to clients and experience bringing teams and businesses together should help the division continue to grow and strengthen. The company also said it expects Doyle to build on the division’s culture and capabilities.

Gallagher credited Ziebell’s work over 26 years with helping establish the division as a global business, and noted his focus on clients. Based in Rolling Meadows, Illinois, Gallagher describes itself as an insurance brokerage, risk management and consulting services firm. From its Illinois headquarters in Rolling Meadows, Gallagher reports activity in about 130 countries, using its own operations alongside correspondent brokers and consultants. Doyle is scheduled to assume the division CEO role Jan. 1, 2027.
