A Palestinian commission said Israel issued a military order covering 26.473 dunams northwest of Ramallah for a settlement road that could restrict landowners’ access to adjacent property.

The Wall and Settlement Resistance Commission said the Oct. 28 order, numbered T/48/26, covers land in Deir Nizam, Um Safa and Attara. It gives the military commander exclusive possession of the mapped plots through the end of 2028 without transferring ownership, the commission said.

The commission calls the proposed route the Ateret-Nofei Tsuf Emergency Axis. It said the road would connect sites near Ateret and Halamish, also known as Nofei Tsuf.

The commission warned that implementation could limit landowners’ access to nearby plots and said the route could make travel among settlements and outposts easier. Israeli authorities classify 5.891 dunams covered by the order as state land; the commission said the other 20.582 dunams fall outside that classification.
