Kremlin spokesman Dmitry Peskov said Monday there was no specific proposal or agenda for possible talks among Russian President Vladimir Putin, U.S. President Donald Trump and Chinese President Xi Jinping.

The Wall Street Journal reported that Putin had proposed a three-way meeting on the sidelines of next month’s Asia-Pacific Economic Cooperation (APEC) leaders’ meeting in Shenzhen. The Journal cited people familiar with the discussions for its account of an effort to shape a Ukraine settlement to Moscow’s advantage. The Journal said a former Russian intelligence officer briefed about the possible meeting traced the idea to Putin’s Oct. 9 phone call with Trump. A senior U.S. official told the Journal Trump had made no commitment to attend.

Peskov said the possibility had come up in discussions, Reuters reported. His comments confirmed that a hypothetical meeting had been discussed, but not the details in the Journal’s account.

Ukrainian Foreign Minister Andrii Sybiha said in an X post that excluding Ukraine from talks could encourage Putin to continue the war. He said a meeting involving Ukraine, Russia and the United States could help bring the conflict to an end sooner.

The discussion follows a reported U.S.-Russia diesel arrangement, which Ukrainian President Volodymyr Zelensky criticized. On Oct. 16, Trump signed an order waiving specified measures under the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026; other Russia sanctions remained in place.

The APEC leaders’ meeting is scheduled for Nov. 18-19 in Shenzhen.
