According to The Straits Times, Hong Kong leader John Lee promised reforms to the building industry and regulatory system after the fire killed 168 people, and announced that Housing Secretary Winnie Ho would resign.

The blaze struck Wang Fuk Court in Tai Po on Nov. 26, 2025. The Straits Times described a seven-tower, 31-story complex undergoing renovation. Lee said four government bodies bore some responsibility, the newspaper reported.

Lee spoke shortly before he was due to release the judge-led panel’s report. The Straits Times said the document was expected to identify gaps in oversight of renovation projects.

After receiving the panel’s findings the previous week, the government was expected to weigh disciplinary action and a reform plan and determine whether any individuals or officials should be held accountable, The Straits Times reported. The paper said no fire in Hong Kong had killed as many people since 1948. About 5,000 residents were displaced, it reported.
