Sen. Cynthia Lummis, who chairs the Senate Banking Committee’s Digital Assets Subcommittee, said the Digital Asset Market Clarity Act included two fundraising limits she said Democrats requested, leaving the measure pending after a procedural vote.

On Sept. 15, the Senate voted 49-50 against invoking cloture on a motion to proceed to H.R. 3633, the Digital Asset Market Clarity Act of 2025.

Lummis said the bill set a $200 million lifetime ceiling and a $50 million annual limit, reduced from $75 million. She described the measure as a safeguard for retail investors and said Democrats opposed advancing it after those changes were included.

The roll call did not separately decide the fundraising limits or the bill’s final passage. The result left H.R. 3633 awaiting further Senate action, as the earlier account of the Sept. 15 vote reported.
