NEW YORK, Sept. 12, 2016 -- New York is the first state to address the challenges created by the Risk Adjustment program. In response to the forward-looking approach taken by the Department of Financial Services (DFS) on Friday, EmblemHealth’s President and CEO, Karen Ignagni, released the following statement:
