The Trump administration is discussing a proposed status of forces agreement with Venezuela that could pave the way for a longer-term U.S. presence, The New York Times reported Nov. 3, citing unnamed U.S. officials.

The discussions concern a status of forces agreement (SOFA), which would provide a framework for activities approved by both governments. The agreement under discussion would not itself set the terms of a long-term deployment, according to the report.

Separate follow-on agreements would determine details such as how many U.S. troops could be present and where they would be located, the Times reported.
