Ukraine and Azerbaijan discussed energy and industrial cooperation at a Nov. 5 business forum, while Report.az reported talks on a proposed power plant in Mingachevir with an estimated cost of $1.5 billion.

Report.az described the proposed facility as reservoir-based, with a planned capacity of 1,000 megawatts. The outlet said it was expected to draw on Ukrainian expertise and technology. Ukraine's Energy Ministry announcement about the forum did not confirm the plant's proposed capacity or cost.

Ukraine's Energy Minister Denys Shmyhal and Azerbaijan's Energy Minister Parviz Shahbazov attended the gathering in Uzhhorod, Ukraine's Energy Ministry said. The forum also included business representatives.

The ministry listed joint production, localizing production in Ukraine and technology partnerships among its priorities. It also cited oil and gas cooperation, the Trans-Balkan route, and links involving Ukraine's underground gas storage and pipeline infrastructure.

Shmyhal invited Azerbaijani firms to consider projects in energy infrastructure, industry, logistics, construction and farming. The invitation identified potential areas for business participation, but did not announce a contract for the reported plant.

On X, Shmyhal said Ukraine could help connect companies, placing that effort within a broader regional focus on infrastructure and industry. “Our goal is to turn this vision into actual projects,” he said.

The forum followed an April 25 meeting in Gabala between Ukrainian President Volodymyr Zelenskyy and Azerbaijani President Ilham Aliyev. Ukraine's presidential office said the leaders signed six bilateral documents and Zelenskyy thanked Azerbaijan for 11 energy assistance packages.

A notice on the Uzhhorod Chamber of Commerce website said the 14th session of the countries' joint economic cooperation commission was scheduled for Nov. 5-6 in Uzhhorod, with business meetings planned. The notice relayed an Oct. 5 letter from Ukraine's Energy Ministry about the schedule.
