Videos circulating on X about an Israeli hospital garage being prepared for emergency treatment have not established that patients were moved underground, as reports separately described shelter availability in three northern cities.

In a Nov. 3 post, Ryan Rozbiani said crews appeared to be fitting out an underground hospital garage, which he described as four levels down. He did not name the hospital or provide a recording date. BeamTracker said the clip allegedly showed an underground parking area at a Jerusalem hospital and repeated claims that other major hospitals were adapting garages. The account named no facilities or cited official confirmation.

Neither post establishes that an Israeli hospital recently transferred patients underground. The footage's location, date and any patient transfer remain unverified.

Separately, VINnews reported that public shelters were open or available in Karmiel, Kiryat Shmona and Safed. It said Karmiel's shelters had opened nearly two weeks earlier and quoted city officials saying, “There is no change in the current situation.” JDN also reported that Karmiel shelters were available and that the city said conditions had not changed. VINnews said nationwide Home Front Command guidance was unchanged and Karmiel residents were told to continue their routines while following that guidance.

Rambam Health Care Campus reported that 700 patients were brought into its underground facility within 11 hours on March 1, 2026. The hospital said the site can accommodate up to 2,000 patients and that it had shifted all care from above-ground areas into the facility. That earlier operation does not verify the current footage.

The videos are circulating amid continued U.S.-Iran tensions. A U.S. official told The Associated Press that U.S. forces conducted defensive strikes on Iranian targets in the Strait of Hormuz on Nov. 2. The official said the targets were Iranians using surface-to-air missiles against U.S. assets. AP described the strikes as limited and reported that negotiations were continuing. The posts did not link the footage to the strikes.
