U.S. Secretary of State Marco Rubio said Quad leaders plan to meet in Manila in November, bringing the four-country group back together after its planned 2025 summit did not take place.
In an Oct. 20 interview with Network18 Editor-in-Chief Rahul Joshi, Rubio said the United States, Australia, India and Japan had agreed to meet during the Association of Southeast Asian Nations (ASEAN) summit. The Philippine government has scheduled that summit for Nov. 16-18, but the Quad has not set a date for its meeting.
Rubio said he expected the leaders to be able to announce “concrete actions.” He did not identify any measures.
Quad foreign ministers launched the Indo-Pacific Maritime Surveillance Collaboration and announced the Quad Critical Minerals Initiative Framework at a May 26 meeting in New Delhi. Their joint statement linked the work to vulnerable sea lanes and disruptions in critical mineral supply chains. The initiatives aim to improve regional maritime awareness and make those supply chains more resilient.
At their previous summit, held in Wilmington, Delaware, in September 2024, Quad leaders said India would host their next meeting in 2025. That meeting did not take place. Rubio said the foreign ministers planned to meet at a Group of 20 gathering in Atlanta ahead of the proposed Manila meeting.
