In a public meeting to be held next month, the US Securities and Exchange Commission Investor Advisory Committee is going to discuss blockchain and distributed ledger technology (DLT), CoinDesk reported.
The meeting is scheduled to take place on October 12, 2017, at the SEC headquarters, Washington, DC. According to the official notice:
“The agenda for the meeting includes: remarks from Commissioners; a discussion regarding blockchain and other distributed ledger technology and implications for securities markets; an overview of law school clinic advocacy efforts on behalf of retail investors; a discussion regarding electronic delivery of information to retail investors (which may include a recommendation of the Investor as Purchaser Subcommittee); subcommittee reports; and a nonpublic administrative work session during lunch.”
The Investor Advisory Committee advises the SEC on regulatory priorities, the regulation of securities products, trading strategies, fee structures, the effectiveness of disclosure, and on initiatives to protect investor interests and to promote investor confidence and the integrity of the securities marketplace.
In July, the SEC published a new investigative report in which it stated that "Initial Coin Offerings" or "Token Sales", which involves offers and sales of digital assets by virtual organisations using blockchain or DLT, may be subject to the requirements of the federal securities laws.
The SEC has been assessing the roadmap for blockchain implementation in the securities market. In November 2016, Mary Jo White, who served as SEC chair at the time, said “In the area of blockchain, or distributed ledger, technology, our staff, including members from our Distributed Ledger Technology Working Group, are carefully evaluating when and how this technology will be on-boarded within the securities market.”
