Schwarz Digits and Bull announced a memorandum of understanding on Nov. 3 for a European AI and cloud ecosystem, saying it is intended to keep sensitive data and operations under European jurisdiction.
The announcement came at the German Government’s 2026 Digital Summit in Berlin. It pairs STACKIT, Schwarz Digits’ cloud platform, with Bull’s capabilities in artificial intelligence and high-performance computing. The companies named enterprise and public-sector organizations in regulated and strategic fields as potential users, but identified no customers.
The plan would make Bull’s BullSequana AI platform available through the STACKIT Marketplace. The companies also intend to design servers using Open Compute Project standards. Their listed milestones include SAP RISE integration and large-scale high-performance computing (HPC) projects; they also plan to explore integrating quantum computing.
Bull said its Angers factory would support the planned server work, drawing on its manufacturing capabilities and direct liquid-cooling experience. A new building opened at the site Oct. 2, after which the company said Angers could produce at twice its previous capacity. Bull valued the redevelopment at €80 million and said it is due to finish in 2028.
The French State completed its acquisition of 100% of Bull’s capital from Atos Group on March 31, 2026. Bull cited regulatory requirements, geopolitical developments and calls for greater digital sovereignty as reasons organizations are seeking European-controlled computing. Its announcement did not detail the partnership’s governance, service capacity or pricing.
Reuters reported that the companies had not disclosed financial terms. Bull’s announcement did not specify a launch date.
