Serbia’s incoming National Assembly is scheduled to convene Nov. 17 after a student-backed list won 140 of 250 seats, giving it a majority and making government formation the next test under the Constitution.
Speaker Ana Brnabić announced the session for 10 a.m. CET (UTC+1).
The Republic Electoral Commission (RIK) gave the “Student List – Students Win” 2,354,417 votes and 140 seats. The “Aleksandar Vučić – United Serbia” list received 1,731,323 votes and 103 seats. The final count incorporates the Oct. 25 election and repeat ballots at 53 polling stations on Nov. 1.
The session opens with confirmation of lawmakers’ mandates. The rest of the agenda covers leadership elections, appointment of a secretary general, and the formation of committees and permanent delegations to international institutions. Professor Stojan Radenović is expected to chair proceedings while lawmakers choose a speaker.
Student-led protests followed a station canopy collapse in northern Serbia in November 2024, the Associated Press reported. Sixteen people died, and AP said many people in Serbia blamed the collapse on corruption in state infrastructure projects. AP also reported that the Serbian Progressive Party had governed with few serious challenges for 14 years and faced allegations of corruption, cronyism and organized-crime ties, which the party denied.
Under Serbia’s Constitution, the Assembly is formally constituted once two-thirds of lawmakers’ mandates are confirmed. Because mandate confirmation comes first on the Nov. 17 agenda, that process determines when the 90-day period begins. Lawmakers must elect a government within that period or the Assembly must be dissolved.
