South Korea's Ministry of Employment and Labor plans to revise a prearrival guide used under the Employment Permit System after saying a unit covering labor law and sexual violence prevention contained inappropriate material.
The unit also covers protections for victims, the ministry said. It plans to make changes as soon as possible but provided no completion date.
Kookmin Ilbo reported that the 2025 guide tied sexual-violence prevention to workers' clothing choices and having acquaintances accompany them. The newspaper also said it advised them to avoid late-night outings and, if a trip was unavoidable, seek help from someone they knew. Its account cited material provided by Democratic Party of Korea lawmaker Shin Jeong-hoon.
The book is part of training conducted before migrant workers enter South Korea under the Employment Permit System. The ministry said separate materials for training after arrival are prepared and translated by designated institutions under its guidance. It reviews those providers annually and can recommend changes when needed.
