Sowell Management said Monday, Oct. 19, it had named Scott Dooley chief investment officer and reorganized its investment platform to offer independent financial advisers more ways to get portfolio support.
Sowell, a registered investment adviser based in North Little Rock, Arkansas, put the value of client assets under management or administration across its adviser network at more than $6.8 billion as of October 2026. It did not provide separate figures for the two categories.
The new Sowell Office of the CIO gives advisers several levels of support, the firm said. They can request research or a consultation on a portfolio, or use the office for more extensive investment management and portfolio construction. Sowell Management CEO Daryl Seaton separately said advisers can delegate certain responsibilities.
Sowell said the office will coordinate specialist investment partners for clients with tax, liquidity and other complex needs. It also identified tax-sensitive portfolio transitions and alternative investments as areas the office aims to address. The firm presents the arrangement as a way for advisers to handle such work without establishing their own investment departments.
Seaton said the added resources could help independent advisers attract and retain clients. Sowell did not provide evidence of a financial benefit to clients or disclose the cost of using the office.
The reorganization follows earlier steps to expand Sowell’s outsourced chief investment officer offering. The firm announced a partnership with Rayliant in October 2025. In May 2026, it said capital from Merchant would support an adviser equity program and further development of its investment management services.
Dooley joined Sowell in 2025 as managing director of investment management. Sowell lists senior investment positions at Columbus Macro, Rayliant Global Advisors and Blue Vase Holdings among his earlier roles. He also founded Fusion Investment Group.
Sowell’s CIO Hub lists adviser office hours and webinars as coming in January 2027, without giving specific dates.
