Türkiye aims to raise annual startup investment to $1 billion in 2027, twice its 2026 estimate, as the government seeks to ease financing and attract more technology companies.
The 2027 Presidential Annual Program, published Oct. 27, estimates startup investment at $500 million in 2026. It lists 10 firms valued above $1 billion for this year and sets a goal of 13 for 2027. The investment figure for 2026 is an estimate, while the 2027 figures are targets.
The program gives two different figures for 2025 investment. Its target table lists $1.1 billion, but its narrative reports $589 million across 306 investment rounds. It does not explain the difference, leaving the 2025 baseline unclear.
To improve startups’ access to financing, the government plans calls for venture capital funds, fund-of-funds mechanisms and co-investment measures. The program does not specify how much those measures would contribute toward the $1 billion target.
The government also intends to promote the Türkiye Tech Visa abroad to remote-working technology professionals, entrepreneurs and investors. Launched Sept. 16, 2024, the initiative had helped establish 60 technology startups as of September 2026, according to the program.
Türkiye’s Technology and Innovation Fund had invested $7.15 million directly in 19 startups as of September 2026. The program calls for the fund to continue investing through the end of 2027.
