Gettysburg, PA, April 20, 2018 -- A new study by OPEN MINDS found that 40 state Medicaid programs cover support services delivered in a host home for the adult intellectual/developmental disability (I/DD) population. These homes cover approximately 60,000 individuals with I/DD, representing 5% of the I/DD population and 12% of the population living in non-family residences. OPEN MINDS has released these findings in their recent report, State Coverage Of Host Homes For Adults With I/DD: An OPEN MINDS Market Intelligence Report.
Host homes are a type of living arrangement where individuals with intellectual/developmental disabilities (I/DD) (and sometimes elderly adults), live in the private home of an individual or family and receive supportive services. The model is built on the principles of shared living. These arrangements are also known as adult foster care, shared living, family living, etc. The report explores how states reimburse and administer host home payments and host home support services. The analysis found the lowest reimbursement for host home services is about $27 per day in Montana, while the highest is $321 per day in Pennsylvania.
“The shift away from residential care has fueled the demand for more home and community-based services and supports for the I/DD population. Host homes represent an important option for individuals with I/DD, who may not be able to live independently, but want to live in a home setting. It is also a much more cost-effective option than 24-hour residential care,” said OPEN MINDS Market Intelligence Director, Athena Mandros. “I think as outcomes become more important and more individuals move to the community, there will be a demand for more home-like settings rather than just “community-based” settings. The model will be the way of the future with the right support.”
