HM Treasury expects the poorest households in England to receive the largest benefit from energy aid in 2026-27, forecasting about £230 on average for the lowest-income fifth.

Across all households, the estimated average benefit is about £160. Treasury forecasts about £230 in average support for households in the bottom income fifth. That bottom-fifth estimate is nearly four times the amount projected for households in the top fifth. Lower-income groups are also projected to receive more support relative to net income.

The analysis puts average support at £230 for fuel-stressed households, compared with £150 for households outside that group. Its figures cover the combined effect of government energy assistance across England during 2026-27.

HM Treasury published the analysis Nov. 3.
