President Donald Trump joined Republican Sen. Darline Graham at a South Carolina campaign event on Oct. 21, five days after he waived specified duties, restrictions and sanctions under a law covering Russia and Iran.

The Associated Press reported the rally supported Graham’s reelection campaign. It took place at Clemson University’s T. Ed Garrison Arena in Pendleton. The U.S. midterm elections are scheduled for Nov. 3.

Trump’s Oct. 16 executive order said the waiver served U.S. national interests and left Russia sanctions imposed under separate executive orders in place. It applied under the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026.

The act permits duties of up to 500% on goods from Russia and up to 100% on imports from countries connected to purchases of Russian oil and gas. Trump signed it Sept. 18. The waiver has no fixed end date, and the order calls for continued monitoring.

At an earlier campaign stop, Graham said she favored maintaining pressure on Russia, The Associated Press reported.
