A senior envoy for U.S. President Donald Trump attended an event in Egypt alongside Sudanese army chief Abdel Fattah al-Burhan as Washington continues efforts to find a political solution to Sudan’s devastating civil war.
Massad Boulos, U.S. senior advisor for Arab and African affairs, said on X that he attended a lunch hosted by Egyptian President Abdel Fattah al-Sisi over the weekend, where Burhan was also present.
Boulos said the gathering provided an opportunity to reaffirm U.S. efforts with Egypt and other regional and international partners to advance a political settlement to the Sudan crisis.
However, a senior official in Sudan’s military-led government described the interaction between Burhan and Boulos as a “casual encounter,” saying the two did not hold formal talks.
The meeting comes less than two weeks after Washington withheld a visa for Burhan ahead of a planned United Nations appearance. Sudanese and other sources linked the decision to a U.S.-backed ceasefire proposal that authorities in Khartoum have resisted.
Sudan has been engulfed in war since April 2023, when the Sudanese Armed Forces and the paramilitary Rapid Support Forces, or RSF, turned against each other. Their dispute included disagreements over integrating the rival forces during a proposed transition to civilian government.
The conflict has displaced more than 14 million people and triggered widespread ethnically motivated killings, creating one of the world’s most severe humanitarian crises.
The U.S. State Department said last month that neither the Sudanese army nor the RSF, including their respective leaders, represents legitimate constitutional governance in Sudan.
Boulos said Monday that Washington remains prepared to support efforts toward comprehensive dialogue among Sudanese political groups and the development of a preliminary roadmap for the country’s future.
The United States has accused the RSF of genocide and Sudan’s army of committing war crimes. Both sides have previously denied allegations of abuses.
