The U.S. Embassy in Moscow advised people to avoid the Tsaritsyno Museum Reserve on Oct. 31 after warning of a credible mass-casualty threat there, while Russia’s Federal Security Service (FSB) said it was responding.

The embassy said it was coordinating with Russian authorities and told people to keep clear of the area, remain alert and avoid crowds. It did not identify who might be behind the threat. The reserve is a popular weekend destination in southern Moscow, with an imperial palace and park.

Russian news agencies quoted the FSB as saying, “Appropriate work is underway.” The agency said it had received information from the United States about preparations for a terrorist attack.

Telegram channel Baza reported that the site had stopped admitting visitors while allowing people to leave, and that law enforcement officers were present.

AFP cited a March 2024 U.S. warning to Russia as a previous example; weeks later, an ISIS-K attack on a Moscow concert hall killed more than 100 people.
