The United Arab Emirates will require riders to be at least 15 to obtain permits for several personal mobility devices from Jan. 1, 2027, under federal rules, Gulf News reported.
The outlet said the regulations implement the UAE Traffic and Road Law and divide personal mobility devices into six categories: conventional bicycles, electric bicycles, electric scooters, small motorized bikes, skateboards and mobility aids intended for older adults or people with disabilities. Permits for electric bicycles, electric scooters and small motorized bikes would run for three years and could be renewed. The report defines small motorized bikes as those with engines no larger than 50 cc and a maximum speed of 45 kph.
Users must obtain permits and register devices when required, Gulf News reported. Riders must use routes approved by licensing or traffic authorities and cannot ride on roads designated for motor vehicles. The requirements also apply to devices provided by rental operators.
The equipment standards call for brakes that include one on at least the rear wheel, along with an audible warning device. Devices also need a front light for visibility after dark and a red rear light connected to braking. The report also calls for tires suitable for road use and firmly attached, with spokes and other parts secured in place.
At signalized crossings, pedestrians and riders may cross on green and must wait on red, Gulf News said. A flashing green signal bars anyone from starting across, while people already crossing may continue. The outlet said the measures aim to improve road safety and reduce risks to pedestrians, riders and motorists. The rules are due to take effect Jan. 1, 2027.
