The Independent reported Tuesday that the Office of Communications (Ofcom) is weighing additional rules for UK parcel carriers after a 2026 survey showed declining customer satisfaction and more delivery problems.

The newspaper said 71% of people receiving parcels reported an issue during the previous six months. That was three percentage points above the share recorded a year earlier. Late arrivals were the most frequently reported problem, affecting 32% of recipients, while 28% said their parcels had been left in unsuitable places.

The 2026 satisfaction rating was 75%, compared with about 78% in each of the three preceding years, according to The Independent’s account of Ofcom’s latest research.

Evri recorded the highest dissatisfaction level, at 42%, followed by Yodel at 33%. The two companies had the highest dissatisfaction readings for a fourth consecutive year. Amazon and FedEx each recorded 15% dissatisfaction and shared the highest satisfaction score, at 56%, the report said.

UK parcel traffic totaled a record 4.6 billion items sent and received in 2025, 8.6% above the 2024 figure, The Independent reported.

Ofcom policy director Fergal Farragher said companies need to improve service and that the regulator would consider further measures to protect consumers, according to the newspaper.
