The Antimonopoly Committee of Ukraine (AMCU) authorized Uber to gain indirect control of Delivery Hero, a step in a proposed takeover that would place Glovo’s Ukrainian operation with Uber.

The AMCU’s Nov. 5 notice names Uber International Technologies II Corporation as the subsidiary through which the control would be obtained. The authorization covers Ukraine’s review and does not itself complete the wider transaction.

Under terms announced by Uber, its proposed package includes businesses in 50 markets that recorded $42 billion in gross bookings in 2025, including Glovo in Ukraine. Uber projected that the deal would bring its mobility-and-delivery operations to 58 markets, up from 34. A separate conditional sale to SSW Partners covers businesses in 14 markets, with $11 billion in 2025 gross bookings. That group includes Glovo operations in Moldova, Poland, Portugal, Romania and Spain; Uber put the purchase price at about $1.6 billion.

Uber offered €41.50 per Delivery Hero share. The company said the offer implies an equity value of $14.8 billion for Delivery Hero, or $13.7 billion after adjusting for Uber’s earlier stake purchases. The offer period ended Nov. 5. Uber’s offer document set a minimum acceptance condition of 50% plus one share, excluding Delivery Hero treasury shares.

In an Oct. 13 interview with dev.ua, Glovo co-founder Sacha Michaud called Ukraine “one of the top five markets for Glovo” and said the Ukrainian market was growing by double digits.

Delivery Hero said the companies would operate independently until closing. It expects the transaction to close in the second half of 2027, subject to regulatory approvals and other customary conditions.
