Ukraine’s U.N. envoy said Kyiv was convening an emergency Security Council session after attacks in three cities killed 20, according to updated local counts that exceeded President Volodymyr Zelensky’s toll from the night before.
Andrii Melnyk, Ukraine’s permanent representative to the United Nations, said in an Oct. 30 post on X that Ukraine was convening the meeting and called for Russia’s removal from the organization. “Kick Russia out,” he wrote. Melnyk did not specify when the Council would meet.
In Dnipro, a jet-powered attack drone struck a platform at the railway station, killing 15 people, regional head Oleksandr Hanzha said. He said 11 injured people remained in hospitals. Chernihiv regional head Viacheslav Chaus reported that two 15-year-old girls were killed and 25 people injured there, including four children. In Kremenchuk, Poltava regional head Vitalii Diakivnych reported three deaths and 32 injuries, including six children.
Zelensky’s Oct. 29 address gave a combined toll of 19. Dnipropetrovsk regional authorities later added one death to Dnipro’s count, raising it from 14 to 15; the current local figures for the three cities total 20.
Article 6 of the U.N. Charter makes a Security Council recommendation a prerequisite for a General Assembly decision to expel a member. Article 27 sets the Council’s voting rules for substantive matters. Russia holds one of the Council’s five permanent seats, creating a hurdle to the recommendation process.
