Ukrainian officials reported a civilian death, injuries and new building damage in Pavlohrad this month, as residents told FRANCE 24 they continue daily routines under air-raid alerts.
Ukraine’s National Police said a loitering-munition strike on the evening of Oct. 13 killed a civilian man and injured four people, including a child. Interfax-Ukraine separately quoted Dnipropetrovsk regional head Oleksandr Hanzha as saying two people were wounded, leaving the injury count disputed in the reports reviewed. The Dnipropetrovsk Regional Military Administration said Oct. 21 that more than 50 attacks hit four districts and an unused building in Pavlohrad was damaged.
FRANCE 24 interviewed residents in Pavlohrad on Oct. 20. The outlet said people went to shelters when air-raid warnings sounded, then returned to errands or waited for transport. Its report places the city fewer than 90 kilometers from the front line.
Valentyna told FRANCE 24, “No, no, we want to live in Ukraine.” Another resident, Raïssa, asked, “But who are we supposed to negotiate with?” The outlet reported that both women opposed Russian occupation.
A drone attack near a shopping center in central Pavlohrad on Sept. 10 killed at least five people and wounded 67, Ukraine’s Ministry of Foreign Affairs said. Doctors Without Borders said its teams worked alongside local medical staff to treat 67 people. Eight injured children were referred to hospitals in Dnipro for specialized care.
The attacks have also affected local workers. DTEK said a Russian drone struck an administrative building at its Pavlohrad coal facility on Oct. 1 and started a fire. The company said one employee suffered shrapnel injuries and another was treated for acute stress.
The Associated Press reported that Kremlin aide Yuri Ushakov said Russian President Vladimir Putin agreed in principle to resume three-way talks with Ukraine and the United States after Nov. 10, following a meeting with U.S. envoy Steve Witkoff. The report gave no confirmed date or venue. It follows Moscow’s earlier signal on November talks.
