A €25 million European Investment Bank loan will contribute to Varaždin's municipal investment program, whose estimated cost through 2030 is about €100 million, the bank said Oct. 28.
The EIB announced the financing Oct. 28. Its project record dates the signing to July 10, 2026, and identifies the City of Varaždin as the borrower. Municipal resources and European Union funding will also contribute to the program’s overall cost.
The bank describes the agreement as its first direct financing for the city. The loan is framework financing for eligible projects aligned with local investment priorities. The EIB says the program is intended to address an investment gap in public goods and services.
Planned work includes schools, cultural and sports facilities, public spaces and energy-efficient public buildings. The EIB’s announcement also names a new public pool complex and the Beli Kipi green area. The bank expects the projects to reduce energy use and strengthen services for local residents and businesses.
A City of Varaždin report from December 2025 identified nine investments planned for the borrowing. It listed school expansions, sports facilities, a fire center, synagogue restoration, a city storage hall and grade separation at the Supilova railway crossing. The city said EIB financing could cover up to 50% of eligible project costs.
The EIB project record says the bank will also provide technical advice on social and affordable housing. EIB Vice-President Marko Primorac said, “Cities succeed when they invest ahead of need, not after problems emerge.” Varaždin Mayor Neven Bosilj said, “We are building a modern, green and sustainable Varaždin.”
