In footage Al Jazeera published Oct. 20, ICE agents restrain a man who cries out in Long Beach. His family identifies him as Ricardo Gonzalez and alleges that agents broke his arm during a wrongful arrest.

The family identified the person in the video as Gonzalez. It has described his arrest as wrongful and says he is a U.S. citizen; U.S. Rep. Robert Garcia has also said Gonzalez is a citizen. His daughter, Leslie Gonzalez, alleged that an unmarked federal vehicle struck her father while he rode an electric bicycle and that agents used a Taser twice.

Long Beach police said ICE personnel requested emergency assistance on Oct. 17 over reports of vehicle vandalism and a person needing medical attention. Officers found a handcuffed man who was bleeding and took him to a fire station. Fire personnel brought him to a hospital. The police account does not establish how he was injured. The department said its officers made no arrests and did not participate in immigration enforcement.

Mayor Rex Richardson told the Long Beach Post he planned to seek an inquiry into the detention.
