Vinacomin Plans About 40 Million Tons of Domestic Clean Coal a Year Through 2030

The provincial portal also reported 18 planned mine projects in Quang Ninh. Coal-fired plants generated about half of Vietnam’s electricity in the first nine months of 2026.

Quang Ninh’s portal said Vietnam National Coal and Mineral Industries Holding Corporation Limited (Vinacomin) plans roughly 40 million metric tons of domestic clean coal annually through 2030, as coal remains central to Vietnam’s power supply.

The same portal reported Oct. 29 that 18 mine projects are planned in Quang Ninh by 2030. The portfolio has 13 projects under investment and five being prepared. Projects include underground and deeper mining, along with upgrades or expansions for open-pit sites. The portal cited the limited remaining productive life of some established mine areas as a reason for adding projects.

The supply plan also includes imports of 10 million to 20 million metric tons each year, according to a Sept. 17 report by the same portal. That earlier report also described 15 additional mine projects for 2026-30 and after 2030. The two reports do not explain how the 15-project and 18-project counts relate.

In its Oct. 15 update, Vietnam Electricity (EVN) attributed to the National Power System and Market Operation Company Limited (NSMO) figures showing coal plants generated 132.91 billion kilowatt-hours of an estimated 266.2 billion kilowatt-hours nationwide from January through September 2026.

Decision 55/QĐ-TTg, the government’s 2024 coal-industry strategy, set a separate target of 45 million to 50 million metric tons a year in commercially mined coal, excluding peat, through 2030. That goal covers the national industry and measures commercial mined coal; Vinacomin’s plan is for domestic clean coal.

The Oct. 29 portal report listed local budget revenue, jobs and Quang Ninh’s growth among expected gains from the projects, without putting a value on them. At a September meeting with Vinacomin, Quang Ninh city officials discussed mine licensing, resource management, environmental protection, infrastructure and worker safety, according to the Sept. 17 report. The portal said basic construction at Khe Chàm II-IV is expected to end in 2026 and the Cao Sơn expansion in 2027.
