A Zcash (ZEC) funding proposal would redirect the grants program’s 8% block-reward allocation and require a separate 50,000 ZEC payment into a reserve for future miner rewards, shifting support between grants and future mining.
The draft lists Sean Bowe of Tachyon Group and Zooko Wilcox and Jason McGee of Shielded Labs as authors. It was prepared Oct. 29 and posted to GitHub Oct. 30, before Zcash Community Grants (ZCG) withdrew its separate funding plan Nov. 3.
Under the proposal, a lockbox for future development and legal defense would receive the 8% share for the remainder of its existing term. A later Zcash Improvement Proposal would have to establish how the locked funds could be spent. The draft would leave ZCG operating, though the payment and redirected allocation would reduce funds available for grants.
Separately, ZCG would have to send 50,000 ZEC to an address that cannot be spent from within 30 days of community acceptance. When the proposed rule change takes effect, the balance would enter the Network Sustainability Mechanism, a reserve for future miner payouts. The proposal’s authors say rising ZEC prices increased the value of ZCG’s treasury and motivated the change.
At 50,000 ZEC, the draft’s treasury payment exceeds the 36,200 ZEC transfer proposed in ZCG’s withdrawn plan by 13,800 ZEC. That earlier plan also included about 62,000 ZEC in reduced future funding, making its combined proposed shift about 98,000 ZEC. The 98,000 ZEC figure covers both the treasury transfer and future funding changes, so it is not a direct comparison with the joint draft’s 50,000 ZEC payment.
In its withdrawal statement, ZCG said the community should decide the development fund’s future through Zcash governance. The proposal adds to debate over how block rewards should support grants and miner security, following an earlier draft that would keep the 8% stream for adoption grants.
A governance notice published Nov. 5 sets Nov. 8 as a proposal deadline and Nov. 16-30 as the polling period. That schedule does not mean the joint draft has been adopted; it remains open on GitHub.
