Ukrainian President Volodymyr Zelenskyy said Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre told Russian President Vladimir Putin that de-escalatory steps were needed regarding Ukraine’s energy and infrastructure, his office said.
The call took place in Helsinki in consultation with Ukraine, Norway’s Office of the Prime Minister said. The office linked the call to a meeting planned in Abu Dhabi and said Stubb and Støre took part as leaders of their own countries, not as representatives of Europe as a whole.
Zelenskyy’s office said Finland and Norway place particular weight on security arrangements because both border Russia. Norway’s prime minister’s office said the war has brought serious harm to people and material assets, with effects that will endure across generations.
The call followed Oct. 20 talks in Oslo involving Zelenskyy, Stubb and Støre. Zelenskyy’s office said participants discussed coordination with European partners and planning for a November round of negotiations among teams from Ukraine, the United States and Russia.
