Binance said it had replenished 98% of the assets affected by its Oct. 29 hot-wallet breach by Nov. 3; Circle also reported freezing about $1.1 billion in USD Coin (USDC) tied to the incident.

The Nov. 3 figures put affected holdings at $6.34 billion. Binance’s tally for frozen or intercepted assets stood at $2.85 billion. Binance cautioned that later reconciliation and market-price movements could alter the figures.

Circle said on Nov. 5 that it coordinated the freeze with law enforcement. Binance recorded $4.72 billion in net withdrawals after reopening, as EconoTimes reported on withdrawals after the exchange reopened.

Binance's preliminary account described unauthorized access to an internal service used to sign wallet transactions and use of Ethereum's EIP-7702 authorization mechanism. The exchange said it would absorb the financial impact of the stolen funds rather than pass it to users. It was still acquiring the remaining less-liquid assets as its investigation continued.
