Coin Center has drawn attention to Laz Pieper’s response to proposed U.S. Treasury regulations on payment stablecoins, ahead of the GENIUS Act’s scheduled Jan. 18, 2027, effective date.

The discussion concerns proposed Treasury regulations and their implications for payment stablecoin issuance under the law. Enacted July 18, 2025, the GENIUS Act sets federal requirements for payment stablecoin issuers covering reserves, redemptions, supervision and enforcement.

The Act’s permitted-issuer requirement is scheduled to begin Jan. 18, 2027. It generally applies to payment stablecoin issuers operating in the United States.
