The EIB and Crédit Agricole announced a financing envelope of about €400 million for French defense SMEs and mid-caps, with an initial €100 million tranche signed and Crédit Agricole’s regional banks distributing loans.
Crédit Agricole’s regional network will route EIB funds to eligible businesses. Under this arrangement, the EIB channels credit through financial institutions, which then lend to businesses. The EIB project record lists an initial €100 million tranche and dates its signature to Sept. 17, 2026. The bank’s Nov. 4 announcement described the tranche as newly signed.
The financing can support defense technology research and development, industrialization and production modernization, cybersecurity and critical data protection, as well as defense equipment and infrastructure.
Crédit Agricole said financing may cover 50% to 100% of project costs. Each allocation is capped at €12.5 million, and the total cost of an eligible project must be below €25 million.
The EIB and Crédit Agricole describe France’s defense industrial base as comprising about 4,500 micro-enterprises, SMEs and mid-caps, alongside nine major contractors. The EIB says smaller defense firms can face barriers including limited access to capital, higher financing costs, a shortage of financial products tailored to their needs, information gaps, reputational concerns and insufficient collateral.
The EIB project record projects that 59.09% of the facility will go to cohesion-eligible regions. EIB Vice President Ambroise Fayolle said supporting the broader defense industry is necessary to strengthen Europe’s security.
