Freedom Holding is targeting 2027 to begin offering graphics processing unit (GPU) computing from Kazakhstan, tying a planned public cloud to a proposed AI hub whose initial cost estimate remains preliminary.
In an Oct. 26 announcement, the company described a site with 100 megawatts of available power for the Sovereign AI Hub. Freedom says the project is intended to give businesses, developers and public institutions computing for AI model development, data-heavy workloads and related services. Shared computing resources, the company said, could let organizations run applications without building their own server infrastructure.
Freedom Holding CEO Timur Turlov said demand was already twice the planned capacity of the hub’s first stage. The company also said prospective major customers were willing to lease capacity for five years. It did not identify those businesses, disclose the stage’s capacity or report signed leases.
Freedom’s June 2026 Form 10-K put the project’s preliminary internal estimate for initial investment at about $2 billion. The company said the figure could change significantly as it settles the project’s scope and configuration. The filing also said feasibility analysis was underway and site selection was still being evaluated.
The filing described a November 2025 memorandum involving Freedom, Kazakhstan’s Ministry of Artificial Intelligence and Digital Development, and NVIDIA as nonbinding. Freedom’s original announcement that month named NVIDIA AI infrastructure for the proposed hub. Its Oct. 26 update did not provide a final cost or financing package.
Freedom says it would lead financing and implementation and operate the hub. The filing said the company expected to seek debt or equity for a significant share of the funding, while government authorities were not expected to provide direct financing.
The company separately plans to start the first phase of its Freedom AI Super Cluster in the first quarter of 2027. It says its existing Freedom Cloud serves more than 3,400 business and public-sector clients, and that another data center is being built near Almaty.
