Ripple CEO Brad Garlinghouse is urging legislators due to take office in January to revive U.S. crypto legislation, after a Senate procedural vote in September left a digital-asset bill without further consideration.

The proposal is formally titled the Digital Asset Market Clarity Act of 2025, commonly known as the CLARITY Act. The Senate's official roll-call record shows a 49-50 vote against invoking cloture on Sept. 15 on a motion to proceed to H.R. 3633. That procedural vote concerned whether to take up the measure, not whether to pass it. The Senate has not advanced the bill since, as EconoTimes reported in its coverage of the stalled measure.

In a Wednesday post on X, Garlinghouse said crypto-supportive candidates had won seats in both parties. He put the number of Americans who use crypto at 67 million and rising, and called for “clear rules, built in America.”

Ripple Chief Legal Officer Stuart Alderoty said early election data pointed to a substantial number of crypto-supportive lawmakers being elected. He also cited pro-crypto candidates from both parties and Fairshake PAC victories in primary and general election contests, saying the outcome should not be seen as a setback for crypto.

House committee leadership is due to change when the 2027 Congress opens on Jan. 3.
