A failed Senate procedural vote has kept the Digital Asset Market Clarity Act pending, as Democrats prepare to assume House committee leadership when the next Congress begins in January.
The Senate's official roll-call record shows that on Sept. 15, senators voted 49-50 against invoking cloture on a motion to proceed to H.R. 3633, the Digital Asset Market Clarity Act of 2025. The vote concerned whether to take up the measure, not final passage. The Senate has not advanced the bill since.
EconoTimes previously covered Sen. Cynthia Lummis’ account of the measure and the procedural vote.
Democrats’ House majority will give them a larger role in directing committee oversight and setting panel priorities. Democrats’ committee control could put more crypto matters on the House oversight agenda. Democrats will take control of House committees in January; the Senate has not advanced the CLARITY Act.
The next Congress begins Jan. 3, 2027, when new House committee leadership takes effect.
