The Hind Rajab Foundation (HRF) says it has asked UK authorities to investigate Israeli reservist Lidor Dafna over a Gaza flour mill demolition, alleging war crimes, crimes against humanity and genocide.
In an Oct. 25 statement, HRF said it filed a complaint with British authorities and has reason to believe Dafna is in the UK. It asked officials to examine the case and take him into custody for questioning.
The complaint focuses on wheat silos at Great Ocean Mills, a flour producer in the Morag Corridor between Khan Younis and Rafah. HRF says the silos were demolished on May 25, 2025, and that social media footage posted by Dafna shows a bulldozer at the site. The foundation identifies Dafna as a reservist in the 603rd Combat Engineering Battalion, part of the 7th Armored Brigade, and says he operates a D9 armored bulldozer.
HRF said Israel had sealed Gaza off from food, fuel and medicine at the time. The foundation said flour was selling for as much as $70 per kilogram and 500,000 people faced starvation. It framed the mill’s destruction and the cutoff as weaponizing hunger, with Gaza residents bearing the cost.
HRF cited Article 146 of the Fourth Geneva Convention, which requires states to search for people alleged to have committed or ordered grave breaches and either bring them before their courts or, where legal requirements are met, hand them over to another state party for trial. In a separate case over the 2024 killing of Hind Rajab, HRF also made a request for U.S. authorities to arrest Israeli commander Sean Glass.
