Nigeria’s insurance penetration rate stood at 0.5% in 2025, as available research links agent compensation to sales performance but does not establish effects on national uptake or customer trust.
Nigeria’s National Insurance Commission (NAICOM) reported the rate in an Aug. 14, 2025, statement. It launched its Insurance Sector Strengthening Programme on Sept. 10, 2026, to advance penetration, financial inclusion, innovation and stakeholder collaboration. The launch announcement set no numerical targets.
The commission said the Nigeria Insurance Industry Reform Act 2025 aims to promote sound market conduct, improve insurance awareness and penetration, and generate employment.
A 2025 study by Ebiere Chidinma Etebu and David Chukwuemeka Igbokwe analyzed 220 usable questionnaires from 250 distributed to sales managers, unit managers and sales executives at AIICO, Leadway Assurance and FBN Life in Lagos. The researchers reported a 0.721 correlation between compensation and sales personnel performance, compared with 0.714 for sales territory. The study assessed staff performance; it did not test stipend removal, customer conduct or national insurance uptake.
An Intelpoint report published in 2024 found that 96.3% of 27 surveyed insurance companies set sales targets for agents. It included interviews with 87 agents conducted in 2021; interviews with companies took place in 2021 and 2022. The findings describe those historical samples rather than a current industry-wide measure.
In an Oct. 23 opinion column, independent researcher and growth strategist Sarah Abaje argued that reducing support for insurance agents may put sales conduct and customer trust at risk. The BusinessDay column attributed recruitment figures to Inspensonline but did not link the report or give its methodology.
The three-company questionnaire and Intelpoint sample do not provide national data on customer treatment or insurance uptake. Their results describe staff and firms in those samples, not evidence that agent compensation explains Nigeria’s 0.5% penetration rate.
