The Guardian reported that Detective Constable Linda Williams called for Metropolitan Police Commissioner Mark Rowley to resign after the force settled her civil claim alleging it failed to protect her from fellow officer David Carrick.
The settlement was for an undisclosed six-figure sum and carried no admission of liability, the Guardian reported. Williams said the Met’s lawyers questioned the severity of her post-traumatic stress disorder diagnosis, pointing to her continued performance at work after the rape. She also urged the force to set up a unit overseen by people who have experienced rape.
The Guardian identified Williams as the officer Carrick raped in 2004 while they served on the same team. The judge’s sentencing remarks confirmed a rape of a fellow officer that year but did not name Williams. The Guardian reported that Williams did not report the rape until 2021. The judge said the officer delayed reporting because she felt ashamed and did not want to put herself through the process of reporting an anal rape.
Carrick was sentenced to life in prison in 2023 for offenses against 12 women. Hertfordshire Constabulary said he was convicted in 2025 of nine further offenses involving two victims and received another life sentence. The force said he is now serving 37 life sentences.
The Met said shortcomings in its investigations at the time allowed Carrick’s abusive conduct to go undetected and kept the force from pursuing disciplinary action. It also said Rowley had contacted Williams to discuss her account in person.
