The Nov. 3 U.S. midterms will shape Congress’s balance of power for potential 2027 debt-limit talks, while short-term Treasurys in stablecoin reserves connect the borrowing debate to digital assets.

The Congressional Budget Office projects that Treasury would reach the current $41.1 trillion debt limit sometime in 2027 unless Congress acts. Reaching the borrowing ceiling would differ from exhausting the cash and other resources available to make payments.

The Bipartisan Policy Center estimates that Treasury would most likely reach the limit between late winter and midsummer 2027 if lawmakers leave it unchanged. It projects that Treasury could then use cash and temporary accounting measures for another six to nine months.

The House clerk’s count shows 218 Republicans, 214 Democrats, one independent and two vacant seats. The Senate’s party lineup lists 53 Republicans, 45 Democrats and two independents who caucus with Democrats. The election could change the balance for future negotiations, but Congress could address the debt limit before newly elected lawmakers take office.

Lawmakers face a separate deadline sooner: Temporary federal funding expires Dec. 11. Congress must approve further funding to avoid a lapse. That decision concerns government spending authority rather than the borrowing limit.

Past debt-limit impasses have carried a cost. The Government Accountability Office found that, during episodes from 2011 through 2023, yields on Treasury bills maturing near dates of possible payment trouble diverged from yields on comparable bills. The agency found that taxpayers ultimately bore higher federal borrowing costs.

Circle lists short-term Treasurys and overnight reverse repurchase agreements among the reserves backing its dollar stablecoin. Those holdings tie the reserves to the market for short-term U.S. government debt, although they do not establish how a future debt-limit dispute would affect crypto trading.

A separate regulatory timetable also extends into 2027. The Office of the Comptroller of the Currency announced its final stablecoin rule on Oct. 21, including reserve and redemption requirements. It takes effect Jan. 18, 2027.
