Sine Engineering is expanding drone research in Finland and hiring engineers while seeking government backing to bring its initiative under a Ukraine–Finland defense agreement for joint technology work.

In a LinkedIn post, the company described plans for a larger Finnish research operation focused on the systems drones use to communicate and navigate, alongside recruitment for technical roles. Sine presented the expansion as connected to the bilateral Drone Deal.

DOU, citing Sine’s team, reported that the initiative also involves onboard autonomy for drones in settings where satellite positioning or ordinary communications may fail or become unstable. Sine says its technology supports more than 200 UAV manufacturers in Ukraine.

Sine CEO and co-founder Andrii Chulyk told DOU the company aims to have as many as 100 people on its Finnish team by the end of 2026, with engineers making up about 80%. Chulyk told the Kyiv Independent he was seeking support from both governments to include the initiative under the deal. “We look forward to the support of the governments of Ukraine and Finland,” Chulyk said.

The signatories were Finland’s President Alexander Stubb and Ukraine’s President Volodymyr Zelenskyy, according to the Finnish government; they completed the deal in New York on Sept. 23. The government describes cooperation on technology sharing, collaborative research and drone development and manufacturing. It also outlines work to reduce administrative hurdles, including steps tied to export approvals. The pact is part of wider defense and security cooperation.

At Thursday’s Ukraine–Finland Business Forum, Finnish Prime Minister Petteri Orpo and Zelenskyy attended an event at which seven documents were signed, Ukraine’s presidential office said. Its list includes other partnerships and agreements but does not name Sine. At the forum, Zelenskyy said measures already underway under the Drone Deal were worth €200 million, according to his office’s transcript.

DOU reported that Sine has not disclosed a budget or schedule for the initiative.
